Doc download page contains outdated information

There are three issues:

1. Size estimates are off by 1-5 MiB (These are currently updated manually, prior art from last year: Doc tools/templates/download.html missing texinfo format download link #121453)
   The following options exist:

   1. Update them manually
   2. Update them automatically (how and when?)
   3. Remove them
   4. The section may be removed entirely (cc @AA-Turner), but the issue will remain for older versions.

2. "Unpacking" section, last updated in 2008, has suggestions for old programs, i.e. Info-ZIP (also last updated in 2008).
   Suggestion by @zware: Since most (all?) operating systems are packaged with such utilities, we can remove the section and see if users complain.

3. The "Problems" section only recommends reporting bugs to docs@python.org, I think this should be updated to this issue tracker, or at least list both options. Otherwise we can just link to the extensive page.

On the size issue: maybe we could include a link to the directory listing instead of including the file sizes? We could add a note along the lines of "If download file size is a concern, please see the directory listing for accurate size information."
