kwargs missing on loop.create_task methods

we're on python 3.13 and are relying on **kwargs in loop.create_task which was added in 3.13.3 in order to pass eager_start to the underlying task factory

unsure of the conventions around here though, since it was noted in #15017 that adding kwargs may not be desirable?
