When a tab is closed, it's permanently gone, and thus it can't be recovered. But when a new tab is opened afterwards, it continues numbering from where the deleted tabs left off (e.g. opening a fresh tab shows "Flow 14" instead of "Flow 1" or "Flow 2")
Since closed tabs are unrecoverable in user perspective, the numbering carries no meaningful context and just feels confusing. The tab number should reflect the count of currently open tabs, not the total ever created.
