xconf will not allow you to create Firmware rule actions, define properties, or block filters with the build conditions

I am trying to create a Firmware configurations that target a model and IP/MAC list and set rebootImmediately flag to true. When I try to create a Firmware "Rule Actions" and "Define Properties" rules with the same build conditions to accomplish this, I get a "Rule has duplicate" error.

How should I configure xconf Firmware rules to target a model and IP/MAC list (or other build conditions) and set rebootImmediately flag to true?
