variable not changing tag

Im sure it is something I am doing wrong but... I have the following

So currently I am trying to change this albums genre tags to "rap" instead of "hip hop" but picard does not populate the genre with any info. Below are screen caps from the genre settings and folsonomy settings. I had "-hip hop" but thought maybe that was stopping the plugin from seeing to be able to convert it, but it didnt change anything by taking it off the list.

I think the problem might be you having the "Use only my genres" option enabled.
