Inspecting the page doesn't stop timer

Tested in both Firefox and Edge on Windows.

To reproduce in Edge, right-click anywhere on the site, select Inspect, click anywhere in the dev tools - time will continue running. Now you can switch tabs, too.

To reproduce in Firefox, right click anywhere on the site, select Inspect, click anywhere in the dev tools, right click anywhere on the site again, select Inspect again, click anywhere in the dev tools again - time will continue running. Now you can switch tabs, too.
