Setting up REPORT.ENGINE.LOGGER.LEVEL breaks logging

I 've configured my java client with REPORT.ENGINE.LOGGER.LEVEL=INFO and my tests no longer recpect my logger settings and produce INFO level to console as well.

This is a bug, because this setting should be related to report-engine only
