Indicate Ranking Cutoff to Users

In order to show the users exactly what is included in their current ranking, we should paint a vivid line under the table entry of the oldest tournament / their oldest tournament that is qualified for the ranking generation.

To do this I suspect we can use the Region Service in a way that pulls the ranking_num_days_back property and uses Python's Calendar to calculate the date of cutoff. Afterwords using the list of tournaments/matches we can determine where to paint the line.
