[Admin] "Save Ranking Criteria" on a new region doesn't work until you regenerate rankings

Clicking "Save Ranking Criteria" will pop up the "success" modal, but when you refresh the page, it will say "no ranking criteria found." Fixable by clicking "regenerate rankings," but the "save criteria" button should be fixed.
