Allow regional admins to see what other regions a bracket is tagged as

Currently this is what an NY admin sees

whereas this is what a superadmin sees

can we add a way so that admins restricted to a certain region can still see what other regions are checked/unchecked in the 'edit tournament details' popup, while not allowing them to edit checkboxes for regions other than their own

Bumping this, although it has changed a bit.
It would still be nice for admins to see a checkbox for every region in the system (that applies to the game, ie dont show NJ ssb6 if the event is ssbm) so we can add/remove them to regions all in the edit box
