I remember playing an nearly identical game called "vodovod" which in certain Eastern European languages such as Serbo-Croatian, Czech, or Macedonian has the meaning of a "waterworks" or "aqueduct" -- or literally "waterway" to use the true cognate in English.
A very similar term "vodivod" has been used in the sense of a "leader of leaders" ("conductor of conductors") for a Romanian crime boss but the references to that term have been thoroughly disappeared or scrubbed from the internet.
