Describe the bug
This is coming from inside VS Code; specifically the Sema4.ai extension. Looking at the source code for that extension, it wasn't clear that it was executing this itself or another part of the overall framework.

The error you're seeing is a direct result of the Sema4.ai VS Code extension forcing a proprietary v20.x RCC binary onto a project that likely still relies on the open-source robocorp or rpaframework libraries. These libraries were designed to work with the standard RCC API, while the new extension attempts to use "internal" commands that don't exist in the open-source codebase.

The Root Cause
The rcc internal env --label before command is a private hook used by the Sema4.ai extension to bridge its new Action Server logic with the environment runner. Since this command is proprietary to their post-v18.x closed-source binaries, any environment activation attempted through the extension will fail if it encounters a version mismatch or an older library that expects the standard open-source API.

A Community-Driven Solution
To solve this and maintain a truly open toolchain, I maintain Repeatable Contained Code (RCC). This is a vendor-neutral fork that preserves the last verifiable open-source foundation (v18.5) and extends it (v18.13.1+) to ensure compatibility with your existing Python libraries without the proprietary "internal" command landmines. While users can technically still download the legacy pre-built binaries for version 18.5, the actual source code for those versions is no longer publicly available from the original vendor; my fork provides that fully transparent, Apache 2.0-licensed source for anyone to audit or build upon.

Why This Fixes Your Issue

• API Compatibility: This fork adheres to the open API that your Python libraries expect, bypassing the "internal" command errors caused by the proprietary Sema4.ai extension.
• Gutted Telemetry: Telemetry is hardcoded to false at the source level. While your current logs show telemetry-enabled: true, this version cannot phone home to telemetry.robocorp.com.

Working with the VS Code Extension
Because the Sema4.ai extension is currently hard-coded to use its own bundled binary, the most stable path forward is to use this RCC fork directly from your terminal for environment management.
