Try to write an ExtIO_RTL.so for linux

Hi,
I ported OpenExpertSDR to linux qt5 or qt4 https://github.com/florintanasa/OpenExpertSDR also to windows qt5 - binary for windows https://github.com/florintanasa/binary.
OpenExpertSDR can load plugins ExtIO_xxx.so or ExtIO_xxx.dll located in device directory. In linux make a symlink from /usr/local/lib/ExtIO_RTL.so to /home/user/ExpertSDR/device/ExtIO_RTL.so
