Support min_weight and max_weight

It can be helpful to specify bounds on individual weights.

Min weight is now supported. I don't see a big motivation for a max weight. Normally people do that to control the variance, but controlling the design effect is a more direct way of doing that. Controlling the max weight could have benefits from a sensitivity perspective?
