Speed up sensitivity analysis for RatioEstimator

Currently using scipy.optimize.linprog is too slow to use with expanded confidence intervals. See if the Hessian has special structure.

The Hessian has an arrow sparsity pattern, so we should be able to get a quadratic speed up.
