[Bug] Need changes to 'Disable account' (disable-account) authorization section

There is a documentation error in the authorization section of https://developer.sailpoint.com/docs/api/v2025/disable-account

User level should have both ORG_ADMIN and HELPDESK

Scope should be idn:account-provisioning:write (NOT idn:accounts-state:manage).
