Dashboard Formatting

Fix the following issues associated with formatting the dashboard:

1. All time-series charts display poorly formatted dates. Format the charts so each tick mark is spaced by a day and formatted to match 'mm/dd, yy'
2. Add a label in the GPU Health page named "Device" next to the device dropdown.
3. Add code to format the Last Updated date whenever the data has not been updated within the last 30 minutes.
   • How to format when the 30 minutes parameter can be changed?
   • Format into bolded red font
4. Remove the "EST" string from all outputted date/times
