PGSQL uses utf8mb4 by default, but doesn't report it correctly on the status report

The report at admin/reports/status shows the database requires conversion to UTF8MB4, but pgsql uses mb4 by default. It should not report a need to convert, nor should it say "MySQL Database 4-byte UTF8 Support."
