CI isn't running `skip checkup`

As a result of this, we released 1.7.6 which failed skip checkup

This hasn't ever worked; I don't think the update to 1.7.6 will fix this. There's some weird issue with running skip checkup against a locally built Skip using SKIP_COMMAND_OVERRIDE.

It's be great if we could get this working because it would validate the whole app building flow whenever we make a PR against skipstone.

This might be because the CI action runs in a directory named skipstone, triggering the development mode.
