Flickering menus and UI under wayland in Debian 13.

Here's a recording of what I'm seeing, notice the menus are not rendering properly in full screen mode. In a smaller window, the menus render fine.

There are known issues with SDL's Wayland compatibility. For the time being, I recommend disabling popup menus when using Wayland. The CMake build option for that is ENABLE_POPUP_MENUS (set to NO).

This means the menus will never use actual windows to present themselves, instead appearing confined inside the main window.
