Validate snapshot data, restore functionality

Description

This architecture is considerably different from the old SCORE application, we need to verify and validate Squirrel will be a robust replacement for SCORE.

Deploy Squirrel to production

1. run tests to validate the snapshot and restore functionality.
2. ensure Redis cache does not lead to having stale data in the snapshot
3. test that the pv monitor is stable, long living and document how it handles disruption, does it restore itself, will it need intervention, document that process
