[Core] Update to .Net 10

This issue will help us keep track of the Migration to .Net 10, there's a few things that will have to be done still before 4.1x's release:

• Update the installer with the new .Net 10 requirements
• Re-enable HarmonyX when a proper version is out that supports .Net 10
• Update Ceciler's launcher to .Net 10, replace the current one we have in the project
• Update build script for .Assets to drop the powershell requirement (Update docs!)
