Create a webservice with a SPARQL endpoint and a GUI which realizes taxonomy workflows

The proposal names the functions the webservice needs:

• integrated SPARQL endpoint
• GUI for manage of the taxonomy (also SKOS thesauri)
• integrated domain specific workflows for classification
• push procedure to send optimized taxonomies to registered CKAN portals

Requirements for GUI:

• Optional: Access control
• showing SKOS entries in an editable list
• Optional: distinguish between edited tags and new ones from CKAN
• button to send current version of the taxonomy to the CKAN instances
• Optional: before a change, a logic has to check if the value was changed by someone else
