Reorganize the telco documentation to prioritize SUSE Telco Cloud core content and CAPI provisioning methods ahead of general guides. New structure: - I. SUSE Telco Cloud - II. Concept and Architecture - III. Quick Starts - IV. Components - V. Requirements and Assumptions - VI. Setting up the management cluster - VII. Telco Features Configuration - VIII. Fully automated directed network provisioning - IX. Day 2 Operations (including lifecycle actions) - X. How-To Guides - XI. Troubleshooting - XII. Appendix
Reuse the STC intro text for the top level introduction

Looks much much better now. I love the idea to move down the how-to guides because some customers reported the feedback just based on those section guides, so now our product docs are better organized

After merging #1097 we now have separated docs for Edge and Telco, this aims to iterate on that split and pull the previously nested telco content into the top-level TOC
