TypeError: Cannot read property 'properties' of undefined

After cloning Webpack-starter and running "npm install", I run "npm run dev" but its continuously giving above error. what is the reason of this?

I think it depends on what nodejs and/or npm version you use. I use node 10.15.0 and npm 6.5.0
try modify package.json and get latest webpack versions
"webpack": "^4.28.4", "webpack-cli": "^3.2.1", "webpack-dev-server": "^3.1.14"
do a npm install again
