Pip installing tensorflow-datasets should install a matching tensorflow

That is, pip install tensorflow-datasets should pull in tensorflow and pip install tfds-nightly should pull in tf-nightly. That the command installs all dependencies is sensible.

Thanks for the suggestion. I’m checking how dependencies are currently defined in the packaging configuration to see whether tensorflow and tf-nightly are already declared appropriately.

If not, I’d be happy to help propose a fix.
