Setup Dockerfiles for CRISP Deployment

Ensure Dockerfile is being built for server (will be split up into indexer, relayer and program) and pushed to ghcr & Ensure Dockerfile is being built for ciphernode and pushed to ghcr (it already should be)

This is blocked by #335 as this will define the most important service to Dockerise

Currently blocked by #444 – pending CRISP refactor.
Holding off on Dockerfile setup to avoid redundant updates while structure is in flux. Will proceed once refactor stabilizes.

I think this might need to be defined better moving to backlog specify esp as there are a bunch of tasks that affect this.
