Publishing of Rust crates to crates.io fails due to fhe.rs not published

There are currently various errors in the rust crates that when built for release do not allow to continue. Example: https://github.com/gnosisguild/enclave/actions/runs/18191879049/job/51788563614

For now, let's skip publishing of crates while these errors are not resolved. Releases can be made with npm packages and enclave/enclaveup binaries only
