[GCP] Assess the impact of logging verbosity on binary performance

Let's see if reducing logging verbosity makes the binary more efficient or not.

Then, adjust the logging verbosity accordingly.

Reducing verbosity did increase binary performance We've made substantial improvements to Tessera and TesseraCT since then, so we need to turn logging back on to asses the impact. Since then, we've also migrated Tessera logging to slog. TesseraCT logging is still using klog, migration is happening in #416.
