'fixed' input of MdcTabBar should not change position of MdcTabIndicator #2267
Description
Describe the bug
'fixed' input of MdcTabBar component causes MdcTabIndicator changing position within DOM.
Tab with Indicator Spanning Only Content should be available with separate input option
Expected behavior
'fixed' should only indicates that the tab should shrink in size to be as narrow as possible
