♻️ Refactor CLI configuration to support multiple frameworks

Replace the boolean `has_cli` option with a `cli_framework` choice that
allows selecting between no CLI ('none') or Typer ('typer'). The `has_cli`
flag is now automatically derived and hidden from interactive prompts.

This refactoring prepares the template for supporting additional CLI
frameworks while maintaining backward compatibility with existing behavior.
