Feature Request: Popup menu to select window tiling

Briefly describe how the feature should work
Users who likes to interact with the entire screen through mouse navigation can snap windows through monitor edges. Users who likes to manage window tiling through keybindings can also snap windows efficiently. But there are also users who would benefit with mouse snapping through popup menu specially if they have huge display.

Explain why this feature should be added
This feature should be added for pure ergonomics. Reducing the burden to drag windows in long distances just to select tiling allocation.

This is similar to Tiling shell but will be designed to feel more shell native

Two types of this will be added:

• Global drag and drop
• Local window menu where you can click preferred tiling allocation (unlikely)

finished a prototype and the only thing missing is communicating with moveHandler.js for the previewTile and Allocation. I also made the picker icons symbolic instead of programmatically. Also no animations added yet since I'm focusing on the functionality rn.

I'm not gonna go further right now so that I can't properly segment it in the commits later on but I already have plans

Users might like it in hybrid, current snapping and this layout picker one so a prefs switch could be added. maybe like this:

I initially called it layout picker but the generic name is snap assist so I might as well call it that way but it might clash with current implementation as it can also technically be called snap assist. IMO tilePicker or layoutPicker is best
