Error while registering a new complaint

Sir, I have successfully started the localhost server but I am unable to register a complaint on the OCN. Please help.

Can you be more specific?

• New Blockchain accounts?
• New Police, Citizen accounts?

There is only 4 accounts of 3 types.

• super user
• citizen
• police
  Now if I want to promote someone to police from a citizen
  Or create a new citizen ?
