UI Overlap When Checking the "What's New" Page

Describe the bug

After updating Warp, the software prompts you to check "What's New" and view the changelogs.
But if you try to close Warp while the "What's New" sidebar is open, then the little "X" button at the top right overlaps with the settings button.
It is simply a UI problem. You can still close Warp and it doesn't affect normal use.

To reproduce

1. Update Warp;
2. Check "What's New";
3. Try to click the "X" button at the top right corner.

This looks like a Windows titlebar spacing issue when the What's New sidebar is open. The report includes enough environment details, screenshots, and steps for initial triage; no additional reporter info is needed right now.

Maintainer details

I concluded that windows users can see the top-right window close control overlap Warp's settings button when the What's New/Resource Center sidebar is open..

Triage summary

This appears to be a Windows-specific layout bug in the custom titlebar/right-panel interaction. When the What's New sidebar opens as the Resource Center right panel, the top bar still renders the settings button while the right-side window controls occupy the same area.

Reproducibility

High. The reporter provided Windows 11, Warp v0.2026.04.29.08.57.stable_02, clear steps, and screenshots showing the overlap.

• area:ui-framework / area:window-tabs-panes for titlebar, right panel, and window-control layout.
• os:windows because the report and likely traffic-light reservation path are Windows-specific.

Root-cause notes for maintainers

WorkspaceState::is_right_panel_open() returns true when is_resource_center_open is true. In add_configurable_right_side_tab_bar_controls, right-side traffic-light space is reserved only when vertical tabs are active or no right panel is open, but the settings button still renders in the top-right toolbar. render_panel separately adds a top spacer for the right panel on Windows/Linux, which protects the panel content but does not reserve space for the tab-bar settings button.

Related but not a duplicate: #6941 also concerns the What's New Resource Center close behavior, but it describes multi-window open/close state rather than Windows titlebar overlap. A full open-issue scan did not find two strong duplicate matches, so this should remain a standalone issue.
