Add support for Runtime Property Reindex

The full API surface is outlined on the [RFC Document](https://app.notion.com/p/weaviate/RFC-Runtime-Property-Reindex-GA-API-v1-39-39f70562ccd6815da8ede76aff59d263).

**WARNING: As of the time of issue creation, the [API PR](https://github.com/weaviate/weaviate/pull/12252) is not merged in Weaviate Core yet**. So you need to use a temporary image from this branch, or wait for it to be merged.
