Improve Fetching Markdown Files With Remark Processor

We should create a remark processor (or a RegEx one, it's not a huge difference) that processes all of our "fetched" MD files (e.g. governance, etc)

That:

1. Rewrites any relative links to absolute ones
2. Removes any badges
3. Removes "Contributing" and "License" headers from the bottom of the page
