Objectives:

1. Keep costs down. At 100K+ residences per community, heavy processing on the server side will be expensive for non=profits and first responders.
2. Stable providers. Don't choose a platform that will be outdated or out of business in 1-2 years.
3. Reporting capability. PII-scraped data will be useful for communities and their first responders.
