Older Gpus Doesnt Support VHK_DYNAMIC_RENDERING

Pls make Vhk_dynamic_rendering optional extention that can be skipped by some older gpus like GT series so that people with older gpus can play minecraft normally whereas newer gpu can use vhk render for better performance
