add a REPOSITORY metadata entry

it tells the location of the xstatic-* code repository.

hmm, i noticed the docs basically just say "use xstatic-jquery" as a template to create new projects.

maybe we rather should have a local metadata template file as part of the docs and not depend on the jquery xstatic package.
