## Summary
- rebuild orchestrator bootstrap material for fresh `/new` sessions on topic-bound chat keys
- keep winner-takes-all orchestrator prompt resolution so only one prompt source is injected
- ensure stale synthetic `orchestrator.md` content is replaced across repeated fresh bootstrap runs

## Problem
Fresh `/new` on a topic-bound orchestrator session could preserve stale injected prompt content instead of rebuilding from current disk state. That made live debugging misleading and could keep old project-specific semantics visible after prompt files changed on disk.

## Testing
- human live validation passed on the self-hosted local-truth lane
- local promotion merged into `devclaw-local-current` via #198
- targeted export-branch source tests hit an upstream-main defaults-path harness issue while loading template defaults; this affected source-tree test execution in the clean `pr/*` worktree, not the accepted local-truth fix behavior
