Replaced direct subprocess.run calls across azctl/menu and related scripts with the centralized test-injectable runner azazel_pi.utils.cmd_runner.run (alias: run_cmd). Fixed related import/indentation issues in network_utils.py and delay_action.py. Left an intentional subprocess invocation in tests/core/test_epd_daemon.py unchanged so tests that spawn real processes continue to work. Ran tests locally: 45 passed, 1 warning.
