Replace em dashes with plain punctuation throughout. Correct the README license section from MIT to Apache 2.0.

What
Replace all em dashes with plain punctuation across the repo. Correct the README license section from MIT to Apache 2.0.
Why
Em dashes are non-standard in technical prose and were flagged for removal. The license reference was also incorrect.

No logic changes. Verify the diff contains only punctuation and the README license line.
