Regenerate docs/legal.png to include the Financial-Guardrail & Telemetry Harness between the agent tier and AWS Bedrock. New purple section shows Circuit Breaker, Budget Tracker, Loop Detector, and Arize Phoenix (OpenTelemetry), plus the GuardedBedrockModel proxy. Preserves the original white background, orange/teal/red palette, rounded-box style, and top-down flow.
