Regenerate docs/legal.png to match the original look-and-feel — solid saturated box fills, drop shadows, "~ " title prefixes, italic sublabels, and color emojis (composited from NotoColorEmoji via Pillow since matplotlib can't render the bitmap emoji font). Preserves the original palette (orange/green/amber/purple) and adds the guardrail harness tier in crimson/teal/indigo with matching styling and emojis (🛑 💰 🔁 📡 🔒). https://claude.ai/code/session_016EaoZrc2jxt1SNHipXbCpM
