Purpose

Record the owner-approved operating posture for the initial proof-of-concept phase.

Decisions recorded

• retain default copyright; do not add an open-source license yet
• keep implementation contributions maintainer-led through E001
• use squash merges for focused history
• defer GitHub Discussions until the first proof of concept is reproducible
• mark the foundation, bridge, and readiness merges complete

Scope

This changes policy documentation only. It does not alter architecture, evidence status, source code, dependencies, or experiment definitions.

Validation

• branch is one commit ahead of current main
• repository integrity passes locally across all 20 Markdown documents
• no license file is added
• the remaining critical path is updated to branch protection, repository metadata, E001 formalization, and the simulator ADR
