docs: add one-click "Deploy on Railway" badge to Quick Start#51

PR-AF has a Railway template (railway.com/deploy/pr-af) but the README never linked it. SWE-AF and sec-af already surface theirs as a "Deploy with Railway (fastest)" subsection under Quick Start; mirror that exact pattern here so the template is one click from the README.
