Skip tags with "acs:" and "aliyun" prefixes in getTags() to avoid ECS API rejection during snapshot creation.
Per Alibaba Cloud ECS tag restrictions, both key and value cannot start with "acs:" or "aliyun", and cannot contain "http://" or "https://".
fix: filter out system-reserved tag prefixes in volume snapshotter
