Summary: align ArchContext with CodeGraph 1.4.0, remove the ArchContext-owned public codegraph bin while preserving package-local fallback, and prepare archctx 0.2.3. Verification: full bun run verify, focused adapter/release/contracts/CLI tests, generated npm dry-run, installed-tarball smoke with PATH excluding CodeGraph, and authenticated npm publish preflight.
