Explains why the c-build-tools ref cannot be externalized to a separate file (Azure DevOps only supports parameters and system variables in resources.repositories.ref template expressions, not YAML-defined variables). Documents that ADO propagation PRs touching build/*.yml will require manual sign-off, while GitHub repos use auto-approve policies.
