This PR updates the primary scheduler install flow to install a HealthAgent prolog script alongside the existing healthcheck and epilog scripts under the Slurm config directory.

prolog_programpath for the HealthAgent prolog script. - Copy
/etc/healthagent/prolog.sh.exampleinto the Slurmprolog.ddirectory when healthchecks are enabled.
